Looks like one of those dandelion seeds to me too, in motion flying by as you took the shot.... My guess.

I'm looking at this picture and at first I too thought that it was cotton but the way it comes from the trees it doesn't look to me like it is anywhere close to the camera you know what I'm saying? And of course it's too far under the trees to be sun rays poking through. To me this is an interesting picture! Nice find!
