I saw that as well.  you beat me to the punch on this one.  I have no clue what it is.  too bad it was shot at night from a cell phone.

Yeah, it is pretty odd and if it's not faked somehow I have no idea on what the heck it could be.    Qu

If it's not faked, the way it looked and moved, it could either be a demon or hell spawn.  Don't think ghosts or spirits can move that way.  Either way, my butt isn't going to Russia any time soon.
